CfD Clean Industry Bonus: consultation on regulatory reforms for Allocation Round 8

Overview

We’re seeking views on regulatory reforms to the Clean Industry Bonus ahead of Allocation Round 8 of the Contracts for Difference scheme. The proposed reforms are to introduce criteria on workforce protection and skills investment, extending the CIB to include onshore wind, and implement technical improvements. The aim is to improve the CIB’s effectiveness in supporting the clean energy superpower mission.  

What happens next

This consultation will be open to responses for 6 weeks and close on the 6th October. Responses will be used to finalise government policy on AR8 regulatory reforms to the CIB, which will be announced in a government response planned for November 2025. Legislation is expected to be laid in December 2025 and come into force by February 2026.

In parallel, the government will engage with industry on non-regulatory changes to the scheme over the summer and beyond. This includes engaging on Allocation Framework amendments and circulating a draft in September 2025, which will be updated iteratively through the Autumn.
