Opened 15 Mar 2023

Overview

In this consultation we have set out:

  • The new target period for an extension
  • Changes to the existing factors for an extension
  • Potential reforms for any potential future scheme

The current Climate Change Agreement (CCA) scheme started in 2013. Its energy and carbon reduction targets expired at the end of 2022, which provides eligible participants with access to reduced rates of Climate Change Levy until March 2025.

Key areas in which we are seeking views include:

  • Extension target period
  • Target setting for the additional target period
  • Changes to buy-out and surplus mechanisms for extension
  • Some key proposals for any future scheme
