Overview

We’re seeking views on the additions and updates to the current iteration of the Energy Company Obligation scheme (ECO4) and Great British Insulation Scheme (GBIS). This consultation is separated into two parts.

  • Part 1: Mid-scheme changes to current requirements
  • Part 2: Pay-For-Performance

The changes we are proposing through this consultation would help to ensure ECO4 and GBIS support our statutory objectives of improving as many fuel poor homes to band C by 2030 as is reasonably practicable and reaching net zero by 2050. 

The consultation is open to all but of particular relevance to:

  • Energy suppliers
  • Energy efficiency measure installers
  • Energy efficiency measure manufacturers and associated software developers
  • Local authorities
  • Consumer groups
  • Academic groups

We would like to hear from a wide range of stakeholders, including consumer representatives, energy suppliers and those with an interest in energy efficiency and fuel poverty policies.
