UK Emissions Trading Scheme: Treatment of sustainable aviation fuel
Overview
The Authority is seeking feedback on options being considered to review the future treatment of Sustainable Aviation Fuel (SAF) within the UK Emissions Trading Scheme (ETS).
The Authority will explore options to update and improve eligibility rules, including eligible fuel types, sustainability criteria requirements, the applicable greenhouse gas (GHG) emissions saving threshold and fossil fuel comparator, and how emissions savings from SAF should be recognised, considering interaction with the UK SAF Mandate.
The consultation is aimed at anyone with an interest in aviation, fuel supply, and envrionmental policy in the UK ETS, especially organisations who interact with the UK ETS.

What happens next
The responses to this consultation will be used to develop final policy decisions for the treatment of SAF under the UK ETS.
This consultation will be open for 12 weeks before closing. The Authority will then work through the responses and aim to publish the Authority Response in 2026, with a view to implement any changes by 2028.
