Low Carbon Contracts Company and Electricity Settlements Company Operational Costs 2026/27, 2027/28 and 2028/29

Closes 2 Jan 2026

Opened 26 Nov 2025

Overview

We're seeking views on the proposed operational costs for LCCC and ESC funded via these levies and resulting levy rates for the 2026/27, 2027/28 and 2028/29 financial years.

Why your views matter

The majority of the operational costs of the Low Carbon Contracts Company (LCCC), and the entirety of the costs of the Electricity Settlements Company (ESC), are recovered though levies on electricity suppliers as set out in legislation. The Energy Act 2013 and the Nuclear Energy (Financing) Act 2022 require the Department for Energy Security and Net Zero (DESNZ) to consult before making any regulations to amend the levies.
