Overview

The purpose of this 2025 consultation is to seek views on the government’s proposals to raise minimum energy efficiency standards (MEES) for privately rented homes in England and Wales by 2030. 

This consultation also includes a summary of responses to the 2020 consultation which we have considered whilst drafting this follow-on consultation and will form part of consideration on policy choices.

Why your views matter

People living in the domestic private rented sector (PRS) have the highest levels of fuel poverty compared to those living in other housing sectors. We are considering options to raise energy efficiency standards in the domestic PRS to make homes easier to heat, tackle fuel poverty and lower carbon emissions. We are seeking stakeholder views on the approach to new PRS standards.
