Permitted Development Rights for Electricity Network Ground Investigations

Overview

The government is seeking views on introducing a permitted development right (PDR) for ground investigations and surveys for electricity networks in England. 

The PDR would allow some low-impact, temporary ground investigations and surveys for electricity network projects to proceed without the need for a planning application, subject to a set of conditions and limitations. The proposed PDR aims to reduce delays and administrative burden for electricity network developers and local planning authorities, whilst maintaining environmental safeguards. By enabling more efficient delivery of ground investigations to inform project design and environmental impact assessments, the proposal aims to de-risk electricity network delivery, supporting lower system and consumer costs, energy security, and economic growth.

Through this consultation, we are seeking feedback on the scope and design of the proposed PDR. The consultation focuses on the types of ground investigations and surveys that should be covered by the PDR, which developers should be eligible to use it, and the conditions and limitations needed to control impacts. We want to ensure that any changes are proportionate and effective, enabling appropriate development while managing potential risks and impacts.
