Overview

This consultation seeks views on the proposed introduction of a Fixed Price Certificate (FPC) system to replace the current tradable certificate arrangements under the Renewables Obligation. It asks stakeholders for input on key aspects of the proposed design, including how certificates would be priced and paid, how supplier levies would be set and collected, settlement and reconciliation processes, measures to ensure system stability, and how the transition from the existing scheme would be managed.

The consultation is aimed at a wide range of stakeholders, particularly:

  • Renewable electricity generators currently supported under the RO

  • Electricity suppliers, traders and intermediaries

  • Energy sector businesses and investors

  • Consumer and environmental groups

  • Other stakeholders with an interest in electricity market policy and scheme design
