Smart Secure Electricity Systems: proposed class exemptions from the requirement to hold a load control licence

Overview

This Statutory Notice gives notice of, and invites representations on, the proposed class exemptions associated with the Smart Secure Electricity Systems Programme (SSES) load control licence. The proposed Electricity (Class Exemptions from the Requirement for a Licence) (Amendment) Order [2027] would create class exemptions from the requirement to hold a SSES load control licence. 

In addition, the government is also considering whether further exemptions may be appropriate in relation to small Load Controllers and Flexibility Service Providers (FSPs).

This notice will be of interest to organisations in the energy sector that are currently providing, or are planning to introduce, services involving the load control of Energy Smart Appliances (ESAs). It will also be relevant to a wider range of stakeholders with an interest in consumer-led flexibility, consumer protection and the operation of the electricity system. This includes consumer advocacy groups, trade associations, electricity market participants such as transmission and distribution network operators, and other organisations involved in the development and governance of smart, flexible energy systems. Academic institutions and thinktanks with an interest in energy system transformation may also wish to respond.
